THE FIRST YEAR

Bylaws were drafted and approved and the minimum three officers were elected. Ronald Still would serve as Chairman, Kathy Cope as Vice-Chairman, and Deborah Strickland as Treasurer. The three attended leadership training in summer 2003.

District 47 sent electronic newsletters to its members with e-mail service starting during the organization period. The newsletters became less important due to regular e-mail communication. For every member wishing to drop the e-mail service, District 47 had two employees trying to get on the list.

Although the makeup of officers and delegates changed during the first year, primarily due to job changes and responsibilities, the district grew and seated eight voting members on the convention floor in September 2004:
